I think both DR and FD would be better as specialist T3 units and got buffs to compensate. Might give eldar a viable late game in 3v3 then. Could be cool. What would be the point? The Bane wolf does essentially the same thing as a Hellhound, but debuffs too.

Honestly i would like to have a shield upgrade on in t3 the Wraith Lord instead of the wraith bone ability. But I don't have alot of experience with the wraith lord since for whatever reason it just feels like it falls short alot. Can't really put my finger on to why. .

i think so yea, or its pretty similar. Either way though increasing plasma pistol damage is a big no no in my book. The bolt pistol would be a big enough buff for now. See how that effects the wargear and work from there.

Thing is, apo's effectiveness is depending stronger then most heroes on levels; And you can only level through killing mainly, and at that the SC is not that good. And it does not help the apo against beeing focused and blitzed, but hopes on an prolonged melee. Even then, it takes ages to kill some...
