I had this issue a couple of month back. Some of you tried to help me but we coudn't solve it. Nnow I was able to solve it and wanted to share for future reference:

Just coppieing the .dll or multiple from someone else did not fix it back then!

google for microsoft link to Microsoft Visual C++ redistributable package.

only MS site is valid. dont ever try others. then u dl it and install
